Are you looking to rent your property for short-term rentals? Then you absolutely must be aware of the new regulations that came into effect in 2024. Renting a home for "tourist purposes" is no longer the same. Obtaining a permit is mandatory, and this process is officially regulated. Don’t worry, you’ll find answers to all your questions in this guide.
✳️ Why Was This Regulation Enacted?
With the rapid growth of short-term rentals (such as Airbnb), the government wanted to legalize them. This new regulation was implemented with Law No. 7464, enacted on October 25, 2023, to ensure both safety and set standards.
✅ Everyone Now Requires a Permit
If you want to rent your property for tourism purposes, you must first obtain a Tourism Rental Permit. If you rent without this document, you will face serious penalties (starting from 100,000 TL per property!).
📌 Where and How to Apply?
Applications are only accepted through e-Government. Applications cannot be submitted in person, by mail, or by any other means.
Documents You Need to Prepare:
A photocopy of your Turkish ID (or passport if you are foreign)
A copy of the title deed
If the property is owned by more than one person, written consent from the other shareholders
If it is a legal entity: tax number, trade registry information
Additional documents may be requested depending on the property. For example, if it is a "high-quality property," you must also attach a document demonstrating this quality.
🏘️ Documents Vary Depending on the Housing Type
Not every house is the same, and therefore, the documents are not the same either:
Detached houses
Apartments
High-end residences (those offering services such as a pool, security, reception)
If you are applying for more than five residences at the same time, you also need a business license.
🪪 What Information Does the Permit Include?
Name/title of the permit holder
Full address of the residence
Document number (starting with the license plate code)
Maximum occupancy
And most importantly: the Ministry plaque to be hung at the entrance of the residence
🏷️ What is the Purpose of the Plaque?
The Ministry sends you a stamped plaque proving your permit. You are required to hang this plaque at the entrance of the residence. The plaque includes the phrase "Touristic Housing," the certificate number, and your address.
🛏️ What Features Should the House You Are Renting Out Have?
The regulations stipulate that a property must have certain basic amenities:
At least one bed, a living area, a bathroom/toilet, and a kitchen
Clean and well-maintained furniture
Working appliances
Fire extinguisher, smoke detector, emergency plan
A maximum of two people can live in each bedroom. Comfort, cleanliness, and safety are essential.
🔄 Landlord Responsibilities
After obtaining the permit, you must adhere to certain rules:
You must clean and maintain the property after each tenant
You must communicate the apartment/complex rules to the tenant in advance
You must fulfill legal obligations such as providing identification
Room-by-room rentals are prohibited! You must rent the entire property.
📣 What to Consider When Promoting Your Property
When promoting your property, be sure to share the following information:
Permit number (must be visible)
Location, number of people allowed, balcony/terrace
Amenities: Washing machine, internet, air conditioning, pet friendly, etc.
Apartment Rules and Service Details
You can promote your property both digitally and in print. Using social media will also be effective.
🔍 Inspections and Penalties
Every permitted property is inspected every two years.
The property must maintain the same conditions as when you first applied.
If you do not meet the minimum requirements or have not displayed the plaque, you will be fined.
The property cannot be rented room by room. This also results in a fine.
High-end housing units are also inspected by the Ministry.
🗂️ Documents Are Stored Digitally
All documents and inspection reports from the application process are kept in a digital archive. The Ministry may request additional documents from you if necessary.
⚠️ What Will Happen to Old Housing Units?
Houses that provided certain services before January 1, 2024, are considered high-end housing units under the new regulation. If your property has:
Reception
Cleaning
Security
Services such as a pool or gym, you are classified as highly qualified and should apply accordingly.
📅 When Did It Come into Effect?
The regulation came into effect on January 1, 2024. Since then, renting without a permit has been prohibited.
🔚 Conclusion: If You Want to Rent, You Must Know the Rules
This regulation exists to protect both landlords and tenants. Obtaining a permit formalizes your rental, prevents fines, and provides a secure system. If you want to rent out a villa or house, you can make your business legal and hassle-free by following these steps.
